My PayPal account has been... not so great lately and I've been having problems with it.

So when I saw "Don't Have Paypal? Click here for more details" I was curious as to how else I could get the monthly items.

But instead of more info, I get a notice saying I don't have permission to view the page.

Am I missing a certain number of posts, am I not filling some kind of requirement, or is this something old that my noobness didn't know about until now?
