If you can't afford a name change can you just make a new account?

Also would that count as an additional mule or not? Or just a fresh start.

You're only allowed a main and mule account, so two (2) in total. If you've already got both, you'll just have to wait until you can afford it I'm afraid. ^^;

Exactly. Creating a new account just to get around a name change fee is frowned upon and will most likely result in you getting a warning ;)
