Perhaps you could suggest this in the Site Feedback Forums.

I think that issuing challenges might be the closest we get to playing all together.
I did suggest a Menewsha IM like thing, and it wasn't too popular with the site feedback forums, so "towns" may not go over well there either, but you can always try, no loss whatsoever :D

It's not that Menewsha isn't democratic, It's just that it would take away from people's posting.

These ideas have all been brought up and are still being discussed. At this point it is hard to say if they will or will not be brought out.
