I have seen a few people doing it and I think it is so neat....so I thought I'd ask....how do you get it to where your eyes are closed and white but your skin color is a different color?

It's actually an avatar glitch. :)

For white eyeshadow, first change your skin colour to white and make sure your eyes are closed, then switch genders twice and trala~
It only works on skin 1, though, as changing skins immediately resets your face.
