normally you can go to the market place and search but I couldn't find it in the mp so I would assume it would be in headworks but I'm not sure

and the I <3 Mene thing is because you donated to Mene :)

edit: I just searched in each shop and couldn't find it, so I'm not sure, you'll have to wait for one of the staff

The white tasel is part of the Love Knot Hairpin from the Valentine's Day Event 2010. :)
