Where would I post this?
 

I don't want to post a thread in the wrong place, but I'm thinking about making a user-ran event in the future and would like to make a thread for others to join in on what they think I should do and what not.... Would it be undr the hangouts? I thought it would be but I wanted to make sure first...

You should let her know that you want to be in charge of one of the thread stickies :) Once it's up and running, they can make a new forum dedicated specifically to the User-Run Event, where you will be able to post :)
