It's flood control. If we didn't have that, the servers would get overloaded and die. DX
I've never actually counted, but it's never been a problem unless I try to edit a post right after posting.

I haven't counted either, but I'd bet it's about 30 seconds or so. It seems like forever if I'm in a hurry to edit my post! :B

Also, you could use it to spam and gain gold quick.

That's what I've been told.
And it helps stop the evil spammers from spamming... quite as quickly.
