Probably not, really . Because the items aren't pixelled to be worn over head gear, so if they equiped over headgear they'd look wrong. I wonder if that makes sense, I mean they're not pixelled to be compatible with hats...goggles worn on the head are pixelled to fit the head understandably, not the angular edges of a hat, so some might look ok, but it would purely be luck that lead that to happen, and would depend entirely on the shape of the hat itself. Imagine the cap you're wearing now, ok? You'd want goggles to sit neatly where you think they'd look best, but the reality would probably be they'd just embed themselves into your cap and be at totally the wrong angle and probably in the wrong place too, so wouldn't look right at all.
Also, every hat is different, so it wouldn't really be a realistic option because the googles couldn't possibly look right with all the hats that people would want to wear them with because of all the different shapes, and that would frustrate people, which we wouldn't want to do.
This is why in the past Bisque pixelled those top hats with the goggles attached to them, because it was the only sensible way around the problem really. Maybe in the future we'll have over-the-brim goggles as a multi option for caps that would benefit from that addition, that would be one way around things anyway as they'd be pixelled to fit the garment and would look cool :)
