CI's are the items you can get for donating money to the site. The little penguins and destroyed cities are this month's CIs.

CI's are collectible items. They are the donation items for each month. They are around for that month from teh site, then after that, you can only buy them from other players. If you go to the exchange area of the forums, you can see a full list in the price guide of the past CI's and EI's sorted by year.
