Ya.. there's a percent chance type thing. Like the events. And the more exp you have the better chance you have of getting a rarer fish. So you won't catch any fish until you have about 300 exp or so.

Hoarding isn't a bad way to make money.. but you do have to be willing to trade or sell your hoard for other items eventually xP
