One difficult thing in this reading is whether I should read things as him or you, so I went with him for everything. If anything sounds more like you, then it's very likely it does represent you.

The current situation is the devil. Your brother feels trapped. Situations seem to have conspired against him to lead to this current predicament. However, the devil card holds no real chains. it is only in his mind that he is trapped. He has the ability to get out of his current situation.

What is against him is the 8 of pentacles. This is the card of starting over. As such, what's opposing him is not chains, it's not any real trap, but fear of this new beginning. Sometimes, it's better to feel chained in a familiar situation than to face the unknown. At least the chains are comfortable.

What he knows is the knight of pentacles. All face cards can either represent people or personalities. The knight is the spirit of a teenager - on the move, can swing between extremes. Pentacles represent groundedness and physical things - money, property. This, of course, can equal many meanings, but one thing is for sure. He is not currently grounded. Things are fluctuating quite a bit for him right now, whether its financially or in another manner. He knows that the future is not currently steady.

Maybe he's still at that place but it no longer seems enough, or maybe he somehow lost it. Or maybe he lost other things, such as friends, due to his attitude in his situation.

The near future is the nine of wands. It's going to seem like he has an extremely long way to go. It's like there will be a never-ending staircase in front of him, and he just has to keep climbing it. This can be extremely tiring. He'll want to give up, but he can't if he wishes to reach his desired end.

He sees himself as the nine of pentacles. That's the cat who ate the canary again. Maybe he thinks he's doing okay, or maybe he thinks he wants to much, or maybe he thinks he deserves that canary. But remember, this card does not represent effort or actual deserving. Perhaps he does believe he deserves a certain ending, but he's just not willing to put the work into reaching it. After all, the near future isn't looking easy.

Other people see him as the Ace of Chalices upside down. Remember that the Chalices are emotion cards. Maybe people think he's blocking his emotions, or maybe they just think he's given up.

The far future is the stars upside down. There's really not much hope, right at this moment. I guess he's not willing to put forth the effort needed.

His advice is the justice card upside down. Things aren't going to just come to him. No higher power is going to come down and say, "You deserve this life" and give it to him. That's not how life works. If he wants things to change, he's going to have to do it himself.
