Tapping your feet is not the deciding factor for a person to suffer from ADHD. :) I also advise against such comments to another person as it can provoke and possibly lead to flames.

ADHD is way over diagnosed.
Snow: It was pushing me down the sidewalk. Like, i wasn't moving my feet, and yet I was traveling down the hill. I had to grab stuff to stop.

Yeah ! But there is also some levels of ADHD... And you can't give drugs to all child !

My roommate, who works with children, says that autism is the new ADHD. Apparently all kinds of kids are being misdiagnosed with mild autism.
I survived. <3 That's all that matters.

ADHD is definitely over-diagnosed. A lot of the problem is dietary and behavioral. But I have a rant on that which I won't get into.
Autism is another thing. I believe people can have mild forms of autism and not need rehabilitative therapy or medication whatsoever. I know of a lot of UN-diagnosed individuals that carry a ton of autistic symptoms. However, their symptoms haven't interfered with their ability to work and maintain a stable life, thusly they've not sought out a diagnosis.
But, I will forever believe the crappy food we eat is a contributing factor. There is a reason casein and gluten-free diets help children and adults with autism. :)
