Definitely Queen Peppermint. I doubt Chronic could do much with a plastic wand, plastic ornaments, and a present box. Besides, Queen Peppermint is basically screaming "I will not hesitate to kill you."

Abomination already killed a goat, or something... so she'd have no trouble with Phoebe... who I don't think can move with that huge thing on her head anyway.
