It's alright.
The yellows don't really match each other, and there's too much black on your head.
The petals don't really match the avatar either.

The pink petals and your blue eyes don't match very well. Also, the yellow bowtie looks kinda funny, so i would just leave it off if I were you. I'm not sure if the crown would match, as it's gold and your avi is yellow, so if I were you I'd try a chicky-on-my-head instead.

It's very good so far though, I like it a lot. :)

Now for the rate...
I'd have to suggest adding another color to the theme, like if you use the pink, use little pink accents all over the avatar, it's the little things that pull an outfit together, and I'm goin to agree with Bunni, lose the little bowtie, too much yellow on yellow.The cat on the shirt, added balance and to cover it up, although it makes the avatar more complex, it also throws off the balance.

I love your username as well. It's very cute. =) I would have to agree to get rid of the bowtie. It looks odd. I would try to add some blue to match the eyes or some pink as an accent colour to match the pedals. I also think that long black stockings would look better than short ones so not so much skin is showing in the legs.

Try changing the hair colour to maybe a yellow, white or pink so it could go with the petals. Also more pink if you want to keep the petals.

Try making your hair colour white, and your eyes yellow, then work from there. The blue eyes don't match anything.
Also, I think you should add more white.
