Well, the Panda Slippers is the actual name of the item, and they were a past CI, so you can only buy them from other users via the exchange forum. They can be rather expensive though so you have to be prepared to save for them :)

As an alternative to panda slippers, you can get panda rain boots? They look similar, and are available as a gold shop item.
