I did that when I was really young. I think I was in a "dress up" mood or something, and these strands of hair were just sticking up, so I got peeved and snipped it. My hair looked kind of short at one part.

I rush my hair out before I wash it, it tends to help keep the tangles at a minimum, I would never cut out a tangle. Good luck with your new cut.
