Normal Rules Don't Apply
 
Whenever something unexpected happens, it seems like normal rules do not apply.

If the power goes out, the library will let you talk on the phone while the computers are down. This happened today, just a while ago. The library power went out and are now just back up.

Last year, there were rumors of a bomb threat at school and the teachers allowed kid to use their phones. A lot of the students called their parents for a ride home and over half of the school was gone by fifth period.

Well of course the normal rules would not apply during an emergency such as a bomb threat or a blackout. It would be kinda lame if people ended up getting hurt when they could've easily avoided it..but couldn't because people were being pricks and insisted that everyone follow the "rules."
But eh, nothing like that's ever happened to me.

LoL, yeah. That would be just stupid of them not to let you use it for emergencies, but it really wasn't an emergency. Eh, shrug.

I actually had a bomb threat my senior year of High School and we were all on our cell phones and like your school, pretty much everyone was gone by lunch. Cell phones are for emergencies(supposedly, we all know that's not the main reason xD)

We had a flood at my school once and the teachers were so concerned with the water pouring out of the walls they didn't care wth we were doing. ^^

My old high school would lose power constantly so people treated it as a regular thing, no one panicked much and same thing went for alarms, no one would panic at all cause it happened regularly, someone would accidentally set them off and they'd be just a routine thing happening at school. We did have a system where the bell would be rung 3 times in case of an emergency and we had safety drills, but thankfully we never had anything serious happen.

Where I work, you ordinarily get in trouble...pretty much just for making it visible that you OWN a cell phone when you're in uniform.

But a couple times, I've been there when the power went out...and everyone was scrambling for a cell phone. Someone even had to borrow one from a customer who was trapped inside, because they didn't bring their own due to said policy.

It amused me greatly. I can't help it. XD;

Well of course normal rules don't apply in abnormal situations! Can you imagine having a tsunami and someone going, "HEY! You can't climb those trees, it's against the rules! Get down now!" (that amused me for some odd reason...o_O) I mean you're not suppose to hit people but I'm not going to let some random guy kidnap me because I was too polite. The truth is when a situation is tough, people expect you to get tough and I doubt they're going to stop you otherwise.

Now onto my lovely tale...
My area recently had a tornado warning as well as severe storms. Well my entire school got trapped in their sixth period classes, the halls were flooded, people were worried about getting home safely and where a tornado might hit and all that jazz. Well I just happen to be stuck in the chorus room which luckily had no windows or anything so we didn't have to do anything except sit against the back wall. Well every single girl in our class had their cell phones out, texting and calling people right in front of the teacher and he couldn't have cared less. We were in there for a total of two hours before they let us out and in that time I think half of us went over any limits we might have had. The only trouble we ever got in was with our parents when they recieved the phone bill. =P

Plenty of times I have experienced that! Like...oh, today, at school. I always get a ride from my mom, from school to home. But today, I had a fight with my boyfriend, and I didn't want to stay any longer. THEREFORE, I decided to go home by walking.

...and now my feet are burning with searing pain. >.<

Yea i know what you mean! Whenever we lose power at school, the teachers let us use our cells for light!
And we had a "code red" at school once, basically its a lockdown of the whole school. Our teacher let us all call/text home to let our families know what was going on and that we were okay.

oh god i kno what you mean.

i was at work a while a back maybe 3 weeks ago,
and we had a some sever winds/storm going on outside.
And the power kept flickering on and off.

Well i work in the STOCKROOM, the scariest place to be
when the power goes out, because the doors have an automatic shut lock on them, so when the power goes out they shut and lock, so no one can get in [they claim its a safety thing but i think we are able to get out but not back in]

Well i went to my Lead and i was like "Ryan im not climbing ladders" and he laughed at me. and i was like "im not working till i get a Flashlight" and they continued to tell us to Work, Jeff our store manager said "just work with flashlights" hello im climbing ladders and carrying boxes!! its was as if all the safety rules were thrown out the window. :shock:

then the actual power went out and i freaked and clinged to the steel for life,i was lucky my boyfriend [ya we work together] ran up with his PDA [big'ol thing we use to pull]
and his cell phone lighting up the area XD telling me it would be okay.

and everyone at work started calling home while on the floor, and we arent suppose to have them whle we work.

Your school let students leave during a bomb threat? Mine went into complete lockdown if that happened! I remember they had the stupidest "code" for it, too, "Mr. Maxwell (the principal) has lost his notebook." As if students couldn't see right past that when it's announced over the intercom.

But it makes sense that, in both situations listed, you'd be allowed to use your cell phone. Some people may have been given rides to the library, and wouldn't want to stay there when the power was out. So they'd need to call for a ride home. And if there's a bomb threat, students would want to reassure their parents.

Yes, something like this had happened before.
There was a big storm and a lot of people actually came to school. Everyone wanted to leave because it was one of the biggest storms ever! Trees were falling, branches flying all over the place, the roof was falling apart and it was dangerous to even step out in the yard for lunch. I was in my Chinese class when there was a blackout for over an hour. People were using their phone to go call their parents to go pick them up early and all. People were also using their MP3 players and playing on their PSP. My teacher didn't even seem to care, she gave us the free time and just sat there looking at the storm. I was completely bored cause I had nothing to do, so I spaced out by staring at the windows.

In situations such as those, where it's important to let people know where you are and that you're okay, it's expected that you will be allowed to get a hold of those people however possible. I think it's more a matter of easing concern than just throwing out rules when something unexpected happens.

Most of the times when
"Normal Rules Don't Apply"
can be fun.
Unless it's a dangerous or
life-threatening situation.
