I'm really not sure what you're referring to. I'm assuming you mean women who have more than the average number of children?
If that's the case, there are a lot of reasons. The first is attention -- in our society, the most respected role a woman can have is that of a mother. For women who are in a favourable financial and family situation, the attention they get during pregnancy and in the months after childbirth are likely the most positive they've ever gotten (the feedback isn't nearly as nice if they are in a less favourable position). There's also pressures. Social pressures (big families used to be the norm, remember), religious pressure, and pressure from family/friends/SOs can all convince a woman to have more children than she is capable of caring for or wants. Then there's the matter of access to contraceptives and willingness to use them.
And all that aside, maybe they just want to? It's not particularly logical to have children period, but most who are able to do, and while pressures to reproduce are certainly a factor, by and large, they have children because they want to. Much as I would prefer it if more people would adopt rather than reproducing, I don't really think people should have to have a justification for their chosen lifestyles.
Also, I really don't care for you describing human beings as "baby mills". I assume you're referencing "puppy mills", in which case, the operation is the mill, not the mother dogs, and it's a really inappropriate comparison anyway.
Mystic: We do not get to choose where our tax dollars go. I would much prefer my money go to someone like the Octomom than wars or supporting the death penalty.
