@ Yami: We did a minute ago. Tuesday I am going to go to the school housing people (we rent through the college) and complain. I mean, seriously...I am so f-ing sick of hearing their children playing leap frog and jumping off of crap...non stop from like 6pm to 3 am....those kids should be asleep at least by midnight...they're at least preschool age! There are other issues too but this noise issue has been going on since september...and I am livid. I had even politely asked them a week into it if they could at least quiet down by midnight on weeknights....but NO!
Dang, now my blood is boiling again.
I have imagined a whole list of various ways to absolutely torment them...but most of these ways aren't actually do-able.

{Edit: The kids aren't th only noise issue...there are often loud crashes...it sounds like someone dropping abowling abll or dumping otu a drawer of marbles sometimes. That could be the kids doing or the parents...}
