Ok so there's this thing that says I need a test done within eighteen months prior to going somewhere. What exactly does that mean? Does this mean that it has to be done 18 months exactly before I can go or 18 months cannot have passed since it was done?

Hm. Have you tried to run system restore?
And if that doesn't work, I'd suggest looking at your processes and googling the ones you find odd or that don't belong there and find out of they're malicious so that you can end the process.

That sounds like a good idea, but my dad told me my scan should work, the only problem is that it's really slow >_>

System restore takes like, 5 minutes.
