The long delayed answer to your question is that NPC candies are what you get when you go trick or treating on the NPCs' profiles. They have a sticky in the event forum of who all is giving them out at any given time.

you can no longer trick or treat the NPC's now you have to try and find them in a thread and chat with them in hopes that they like you.

well stay active and keep your hopes up. some people actually got two sets (one on their mule and one themselves) and im sure some of them will be selling them once the event is over. it just might be pricey. i think ill be selling some of mine. but not all of them. i definitely love the one im using now...i got it from Abel. and there are a few others that i will for sure use. but i feel like if im not using it and someone will, i might as well sell it to them.
