I'd say dams, but depending on the type, they might not hold. Plus, dams also cause more mud slides than anything.

There's an imaginary flood and I'm supposed to find three strategies/tactics for the four phases of emergency management. Mitigation, preparedness, response and recovery. I have answers for the other two but I'm having the trouble with those two. I only need one more for each.

I wish I knew how to mitigate flooding when Hurricane Katrina came through town. :/ Thankfully my house wasn't destroyed but there was water and sewage everywhere. Ew. And I moved a couple weeks after, so I'm not sure what they did for recovering. :(

Rebuilt, mostly. Moved people into shelters and rebuilt.

Don't be. :D The military took good care of us. And we were renting the house, so it was the landowner's problem afterwards. :XD
