I usually roleplay to determine a character's past. I guess give them basic traits and let them decide who they are

I let them decide. I learned to do that. I can't get some of them to talk to me.

Perhaps get them to talk to someone else?

I'm experimenting with that. :D I haven't done it much.

I use what I have and still need more. I used to not follow CIs since I couldn't buy them, so I never had good backgrounds until fairly recently.
