I dunno, not having a sufficient amount of either can break the entry for me. I guess I do prefer pretty avis a bit more than theme, but if the theme's not there it doesn't matter how good it looks.

I say you can do both but not go overly crazy about layering and stuff if this is more theme-concentrated. One of my entried back when I was a contestant was a Harley cosplay. Her hair and I think the v-day hairpin didn't match anything else color-wise, but they fit the theme really well and the overall avatar was pretty well balanced, and aimed towards portraying Harley herself. I think work on theme first, then work on refining, and remember that not every single color has to match, or something x.x

If I were a judge for a round like this, I'd probably do a fifty/fifty thing. Do a five point scale for theme and a five point scale for outfit, and then add them together. After all, theme or no theme, it is still an avatar contest.
