Imagination: In essence, it is, but I hold strong believes in nipping problems in the bud. I won't wait until our enemies (whoever they may be) are on the march to us, before doing anything to stop them. I want us to be prepared, and when we can, take the fight to them.

Eh, we already have that in place in a variety of organizations, both government affiliated and non government affiliated.
