and I think what it is, batman won't use an actual gun (because he won't kill; that's his one rule) but the ones on the batcycle are for blockages and stuff and if people get killed by incidentals that's out of his control

that's the only way i can figure it too. he uses those guns to stop things/destroy things in his way, not directly hurting people
