I do believe him every time he says he's tired of running. I'm just beginning to wonder if he doesn't know how to not be running.
He was raised in Witness Protection, that's a legal form of running and hiding basically. He's never known anything else.

its hard to stop running when you've been doing it all your life. neal's not used to being able to trust people and all that. now that he's not alone, he doesn't know how to act like he has peter and everyone to rely on all the time. he wants to solve his own problems himself.
