Raffle is here to help questers, isn't it? We can't say that someone don't deserve to enter the raffle, only because he doesn't have the heart to save thousands of gold (which isn't that easy anyway) to get all his dreamed items.
Without things like Raffle or Giving Back Auctions I'd probably have to limit my quest list because I wouldn't have any chance to get these items D; And I'm not even questing "every EI and CI on the site" XD
Raffle and GBA give hope, that maybe getting some really expensive items is actually possible ^^

And seriously, lazy quester? A person who already obtained so many items? No wayy XDD
