Well, there are no newbie clothing really here.
We kind of expect for people to earn what they wear. It's really not that hard. If you are really bothered by it, there is a ragged shirt in Hot Gossip for 35 ish gold.

The very first thing you should do when joining a website is read the Rules. They'll tell you the absolute most important things.

After that, check the stickies at the top of each forum. This one, for example, has two guides specifically made for new users:
