Yes, you have to PM jellysundae or Knerd, and have 1,000 gold. More info about it here.

It is advisable not to email jellysundae, though Knerd is still active. Jellysundae has had to take a prolonged hiatus from Menewsha.

In order to prevent abuse of name changes, there is a fee for them.
