Yeah, I kind of got the idea from two movies I've seen recently.
First aspect: A young person about to turn thirteen is going to have a LARGE affect on all witches/warlocks or "magical beings."
Second aspect: Some believe she will benefit them and are protecting the person. Others believe that the best solution is death.
