Unless you're doing a short quick temporary animated gif, don't use that site. It gives the picture those weird words as well as no adjustments in time frames, as you said. I use a program called UnFreez and it's soooo simple! And when I downloaded it, it took less then a second, like downloading a picture to view it. But if you want frames to move slower, add more equal amounts to it. Such as if you have 10 frames/pictures, labeled A,B,C,D, and so on. Put 2 of each. AABBCCDDEE and so on. If you want it to go even slower, increase the number multiplied. Remember to keep it even. If you only want a few frames to go slower, then put multiples of them together.
