I think it fits. I mean, think about it. Bizenghast is considered a manga rather than a normal American comic, and yet, it's created by an American artist. I think that there isn't any reason why it would not qualify. About it being aimed towards little kiddies: saying that anime can't be aimed towards kids basically like saying that Dragonball Z or Pokemon aren't animes. Plenty of anime is aimed towards kids, even if most is for teenagers and adults.
Of course, it could also just be considered an American cartoon, because it is a cartoon and it is American. I just don't see what the difference is in this case. Classifying it as a cartoon or an anime doesn't change what Avatar is. Avatar could fit into both.
