It's rice porridge, at restaurants there are different varieties with different meat and vegetables in it.

Oh, sounds interesting. Kinda sounds to me like it's kinda like a rice pudding sorta but not sweet and a little runnier.

I don't know how rice pudding is made, but rice porridge, the plain type, is made by cooking the right amount of rice in more water than when cooking rice, and it's pretty much ready when the rice is cooked through. I didn't watch my mum make the congee though, but I imagine it's not that different, apart from the addition of other ingredients for flavour.
