Hmmmm...they each have a sound like the English alphabet,
ㄅ is 'buh'
ㄆ is 'puh', etc...

So ㄊㄧㄢ is 'tuh' 'ee' 'ann' which would make 'tian' = 天

...Err I hope that's a bit clearer.
