They're new NPC's. They're scattered amongst the site and you must have the required amount of candies in order to see them to begin with.

It wouldn't allow me to see the second NPC unless I had 12 candies, despite the fact that only 10 was needed. I find that to be a tad strange ><

Look at page 98 in this thread it basically tells you where it is! (it's the first post on the page)

yes you can get the previous days on a different day if you haven't collected it guys ^^; just make sure you have plenty of candy for it!
