With flowers, you can provide flower power for engineers to work with. You make flower power by clicking the right side of the Engineer/_____ slot on your toolbar, then clicking Gardener. Then, you go to HQ and click "Replentish"

You can donate them or change your secondary profession to gardener in order to use them.
