The reason for that was the the surcoats are an inverse of the skirts.

I did them so the outfits weren't all the same color up and down. So the sparrow skirt with the regal lining goes with the regal shirt and the sparrow details. That's why it happened to come out that way! XD

The Phoenix Jubilee colors are sparrow, cardinal, dove, crow, etc.

I wanted to use a brown palette in the brigand items because I think of brown and pirates and was trying to decide which of the many brown palettes to use.

SINCE we just released some sparrow items in our last event and people were saying that some of the palettes from PJ didn't have a lot of items to match like the sparrow and regal...I decided to continue the regal and sparrow in this event so more items were released that matched each other....and i was looking to use a brown and purpley color anyway

Anyway - this is what the shirt/skirt set looks like together...all the surcoats are the inverse of the skirts...otherwise it would have been a waaallll of color with just a bit of trim of one color....:

Clothes that have multiple colors are tricky. It's either you make everything the same way - with one color being dominant and one being just trim...or you inverse it so it looks more like an outfit XD

Red was a trim for both the gold and the black shoes/skirts. So there ended up being two red shirts.

The inverse method is nice, but I would make that all palette that I chosen have a pair of its own.
So there won't be suddenly no sparrow and extra one red shade out.

What to pair with regal then? since regal surcoat is pairing with sparrow?
