oppah~ well you have to go through the missions cause I don't remember which one it was to obtain it in.
(I think its one of the shinra appointed ones or it could be the treasure hunt missions) @________@;
Uhm. well, keep checking your inventory w/ the items you receive on your missions. Its the icon for it is a black/blue puff ball with white sparkles on top of it. It says Set HP 9999 limit and for the mp it says Set MP 9999 Limit. XD // You might want to find a FAQ and read up on the items that up your health in the game, I think that'd be easier if you are still lost.
