Mmh, not counting Kasumi, we have two characters that are beta testers. So, it's definitely still open to make him one. That sounds wonderful to me~ The three may have each tested different things, or focused on different parts.
My thoughts were Elly had just had a brief run-through of the beginning of the game, like a normal player would, but focused on just going as far as possible. So, she's seen a chunk of it, but not thoroughly.
