Yes, there is! It's not completely updated, but it works okay and has most of the items. :3

You do have to download it to your computer though, since there isn't one available on the site. You can get it in the avatar chat forum. One of the threads there is sticked and it's called the Menewshan Avatar Creator, or MAC for short. :)
