Kind of. They more or less keep to themselves and their allies or future allies. They arent' really interested in what's going on in the rest of the world. I guess you could say they're a native tribe, but, their clothing isn't that of a tribe. Their kind likes to be well upkept and presentable so their clothing matches the formal way that they speak
