Elinor... Well, she was kind of a tool in some King's/Emperor's hands. She was told her parents sold her to him and that as he raised her like a princess, with education and pretty things, she had to repay his generosity and kindness. To help him spread his "good will", she had to use her gifts to bend and control anyone who dared to oppose the ruler. As she forms bond with anyone she controls for longer time, it was very traumatic for a child.
Eventually she escaped, that's why she is fugitive and there are quite a lot of people who would want to catch her, wanted posters and what not.
Your char could be someone she knows from her castle times, maybe a child of one of her teachers or someone she sometimes met when she managed to run away in the gardens. Something along the lines. Elinor would initially be afraid your char thinks of her badly, like this power hungry, dangerous thing she's said to be, and the thought would be extra painful because she's like her only childhood friend, but realizing it's not so would make her very, very happy!

Haha! I like the idea of that. And he persistently tries to act all "oh you know you can't resist me, little blossom" around her. While Elinor is all "either you will stop or I will smack your face in!"
Basically, she and Jahan (and their relationship) can be summed up by this.

"How did you two meet?"
Elinor: I stole from him.
Jahan: You tried to steal from me, sweetest heart.
E: ... And later he kind of saved my life. Although I had the situation under control...
J: Your bravado is endearing! I just could not let my lovely assistant get captured or worse, could I?
E: ... Whatever. So I kind of owe him one. And I always pay off my debts.
J: Only one? I recall I saved your behind more than just once, love.
E: *thoroughly annoyed by what interviewer is thinking* We're finished here. *gets up and leaves the 'interview'*
J: Ah, I must take my leave then as well. But thank you for making this day memorable, darling. *kisses interviewer's hand* You will know where to find me, if you would wish to hear more of our adventures... *winks and leaves*

All in all, if Elinor and your char are friends before start of the RP, we should figure how they became as such, 'cause Eli doesn't make friends easily. Does your char has some magical powers or anything?
And if they're not friends from the start, what would make them work together?

Time and setting could be anything. As both Eli and Jahan travel around a lot, we can change our imagined countries/kingdoms to our will. It could be some mountain top realm or large port city, anything. :D
