To answer your question, the whole website is devoted to chatting! Most of the forums are for discussing particular topics, though (for example, the Books forum is where you talk about... well, books!). If you're looking to just shoot the breeze, I'd recommend the Menewsha Nation forum. That's where general hangouts go, and I'm sure you can find some people to hang out with there! :)
