Well studies and sources indicate that people are much less likely to pirate music when iTunes and other legal download sites offer rare deals and limited time offers on music, rather than offering all music available for purchase all the time. Also, reducing prices on legal music helps. Heavier government activity to PREVENT the illegal download of music is also helpful, but the U.S. government does less than they could.
