So the guy would just be seen as crazy, talking to thin air, or he'd put a bluetooth on so it looks like he's talking to someone that way and does't look quite as crazy...

Hmm... maybe he brings in the storm because he wants that excuse? As in maybe he's been watching the person for a while and wants an excuse to be able to get close to them?

Hmm, how would he get intrigued by the person? Would he take on the appearance of someone stuck in the storm and ask for shelter for a while until it passed?

It just freaks me out... How it dies down then gets stronger and stronger then dies down again... or stays strong for a long time and then dies down for a while....
