I like the idea of her consort being the first guy to be wished away and such, but isn't that what Jareth's kingdom is for? o.O;
Those who were wished away or take the place of those wished away become goblins?
Though, we could always say that because there are so many and the Goblin Kingdom is far too populated, the Kingdom was divided between the siblings and Rheila was the Queen of the half where those who were wished away have the choice of the race they become while Jareth has only the Goblins and Dwarves in his Kingdom? (aside from the Fireys and those in the lying area who chose NOT to go to the other kingdom, but remain in Jareth's kingdom)
