Look at it this way, if they were adopted into a family as teens, they wouldn't have been raised together as siblings, and so them falling for each other wouldn't be so far fetched.
That's the kind of case I always wondered about. As for Rue and Strive, like I said it's just from Strive and is slowly morphing to something more brotherly
I've been looking around and in the states I think it varies from state. I feel weird about it, which is why I'm trying to figure it out! So frustrating!
