It's also possible that you could directly go to a couple of people too and tell them what you want to plan with their charries so that they can also try and work with you on it. :D

Lol don't worry, I don't mind helping. :D Hmm lets see. I would say the easiest thing to do at this point would be to have Makoto maybe hesitantly approach someone, maybe telling himself to look at it as practice to try and trust people again, or something like that. Maybe even have him say out loud unintentionally something like "this is never going to work" or something that would prompt someone to respond with a question, or in Mint and Chiku's case, encouragement? Just a few ideas. :D

Lol well again you can use a character that's either approached him or he's come in contact with before. After all he's opened up a bit with Mint and Chika keeps bugging him too so you can always use that to your advantage to start there, and slowly ease him into opening up more. :D

That's the beauty of character's and emotions though, over time they can change. After all you don't need to immediately start it off with him falling suddenly in love. You could start it off with it simply being a gaining trust in another character and work it from there. :D
