I love frames, personally I like the way the pull a piece together and gives it some extra class If you take the time to add even a simple frame I'll give you a bonus point :) MS Paint users! ~ Fill bucket will not be your friend, I personally use a water color brush with transparency to color over an area and then redraw the lines with the pencil tool as I see fit. (there are most likely even better ways that someone that uses the program often could tell you) Now I have seen some amazing and adorable stuff come from paint (see Hyperbole and a Half Blog) BUT I personally do find it hard to use though and imo you'll never get the same results as photoshop and such. However it is also the only free default art program most people get.
